NPR and NABET-CWA Reach Tentative Agreement

Dear Members,

We are happy to report that things have come together and we have reached a Tentative Agreement.  The pressure from the rally on Friday, the 125 signatures on the petition to Jarl, and the mobilization of wearing red really worked to push the bad issues off the table and get us to a deal.

We will be working up a full analysis and copies of the contract (redlined to show where the changes are) which we will get out to you in the next day or so.

For the moment here are the highlights:
  • 4 year contract (ending April 1, 2019)
  • Raises of 2 1/2% each year on January 1 of 2016, 2017, 2018, 2019
  • Short Turnaround will go up from $9.75 to $15 per hour.
  • TD pay goes up per hour from $2 to $2.25 now and $2.50 on 4/1/17
  • Eliminated the 2 tier wage steps - there will be only a single step schedule for each group (A for BRT/BBRT and B for EEs and SSMT) and eliminated the first 4 steps - so it will be a 6 step scale instead of a 10 step scale.
  • Signing bonus of $750 per person which will be paid after ratification.  We are still working out the mechanics - but the Local will conduct a mail ballot, with the ballots due back by April 14th to be counted on April 15th.
Almost all of the company proposals that we objected to were entirely removed from the contract.  The Benefits Task Force was saved for benefits decisions, the NO LAYOFF Provision was extended and will protect all regular employees on the payroll as of 4/1/15, and the Performance Improvement Plan will only be a step in progressive discipline not a separate process to discharge.  The buyout sideletter will remain in the contract so that if NPR wants to offer up to 3 buyouts per year the structure of how to do it will already be in the contract.

The bargaining committee is recommending ratification. The letter to members, as well as the signing bonus letter, is posted here.
